AI Markets Group (AIMG) estimates the market for AI governance platforms will grow from $3.6 billion in 2027 to $12.5 billion by 2030, a 51% CAGR. In a new Special Report, the London-based research firm says enforcement, not policy, is now the main constraint for enterprises.

Key points
  • AIMG estimates the AI governance platforms market at $3.6 billion in 2027 and $12.5 billion by 2030, a 51% CAGR.
  • Stand-alone platforms reach $1.57 billion by 2030; most spend is embedded in hyperscaler, security and identity platforms.
  • Agent governance and non-human identity grows fastest, at 81% a year.
  • Microsoft leads the AIMG AI LeaderMap of 36 vendors, followed by Databricks, Salesforce, Google, Palo Alto Networks and ServiceNow.
  • EU Digital Omnibus delayed high-risk deadlines to December 2027 and August 2028.

Enforcement gap drives spending

AIMG published the Special Report, titled AI Governance Platforms, on Nov. 4, 2026. It sizes the market for software that approves, constrains and evidences enterprise AI use.

According to AIMG, the core problem is no longer a lack of rules. While 98% of organizations maintain AI data-access policies, 86% of IT leaders saw AI tools or agents access sensitive data beyond their intended scope last year. The release also states that 96.5% of large US public companies have adopted AI governance policies, yet 46.3% of senior AI executives report bypasses.

"Almost every large organization has a responsible AI policy. Far fewer can show it was applied to a specific agent when it acted," said Peyman Mestchian, AIMG Chair. He added: "Governance is becoming a control plane, and vendors that own the enforcement points will capture most of the value."

Key findings of the report

AIMG lists several conclusions:

  • Most spend is embedded. Stand-alone platforms reach $1.57 billion by 2030, while the rest is bought within hyperscaler, security and identity platforms.
  • Agents are reshaping the market. Agent governance and non-human identity is the fastest-growing segment, at 81% a year.
  • Regulation sets the timing. The EU Digital Omnibus delayed high-risk deadlines to December 2027 and August 2028, but did not remove them.
  • Consolidation is under way. AIMG expects most stand-alone specialists to be acquired or merged by 2028.
  • Spend per enterprise rises. For adopting Global 2000 firms it more than doubles, from $1.5 million in 2027 to $3.4 million by 2030.

Vendor ranking and buyer advice

The AIMG AI LeaderMap ranks 36 vendors. Microsoft leads, followed by Databricks, Salesforce, Google, Palo Alto Networks and ServiceNow. Credo AI reaches the Frontier band.

For buyers, AIMG advises linking a single AI inventory to runtime guardrails and agent identity before the 2027 EU deadlines. The full report is available at www.aimarkets.group.

AIMG describes itself as an independent research and advisory firm focused on the global AI market, and a division of CorpDev Partners Ltd.

What it means for buyers and vendors

Based on AIMG's estimates, most governance spending will flow through platforms companies already use, such as those from hyperscalers, security vendors and identity providers, rather than through stand-alone tools. The firm also expects the specialist segment to consolidate by 2028.

For enterprises, the report points to a shift in priorities from writing policies to proving they are applied at runtime, especially as autonomous agents act on data. The figures are AIMG's own estimates and have not been independently verified.
